Background:

Mr. Hunter brings a strong background in leading change, executive management, strategic planning, process mapping and analysis, process re-engineering, maintenance and operations management, and application of performance metrics.  He has extensive experience in Higher Education facilities management serving as Associate Director and Director responsible for one of the largest higher education physical plant organization in the nation. He has extensive experience leading large facilities management organizations.  His management experience includes 26 years as a Civil Engineer Corps Officer with the Naval Facilities Engineering Command achieving the rank of Captain (O-6) and serving as Commanding Officer of a large facilities engineering services organization.  He is the co-author of one of the APPA Facilities Management Operational Guidelines for Higher Education and served as reviewer for two others. He developed and programmed the APPA custodial operations and staffing computer program, CleanOpsStaff-3ed, and the APPA grounds operations and staffing computer program GroudsOpsStaff-2ed.  He served as the APPA facilities performance indicator (FPI) program system and database technical advisor.  Mr. Hunter also serves on APPA Facilities Management Evaluation Teams, evaluating all facilities management functions.  Mr. Hunter is a Facilities Management professional with hands on leadership, management, engineering, process mapping and analysis, computer programming, and training experience and expertise.

Three of his many significant work experiences are listed below.

Director Physical Plant and Facilities Services, The University of Texas at Austin

    • Over $50 million/year Maintenance & Operations, and construction/renovation budget
    • Director for 1000-person Physical Plant workforce providing full range of facilities services including a 350-person custodial workforce
    • Provided hands on leadership for implementing a new CMMS system for the facilities management functions including process mapping, software installation, and training
    • Led the complete re-engineering/re-organization of the entire UT Austin physical plant based on sound organizational analysis, and process mapping through the use of process action teams
    • Transformed facilities management into a nationally recognized, national award winning program at UT Austin, one of the largest universities in the nation
    • Over 16 million gross square feet of space, two campuses, and over 800 acres of land
    • Developed strategic plan for Physical Plant and for Facilities Services
    • Even while serving in his executive position of Director, Mr. Hunter took it upon himself to personally write the computer code for applications to manage major budgetary, personnel and operational aspect of his organizations – all of them still in use today
    •  Mr. Hunter brings computer application expertise as well as real-world facilities management experience and expertise to his consulting projects

Commanding Officer, Engineering Field Activity West, San Bruno, CA  

    • $200 million/year construction management program
    • Chief Operating Officer for 550-person facilities engineering and construction organization
    • Led a corporate headquarters, six construction management offices, and four base closure field offices
    • Provided facilities engineering and construction services to five major active military bases and numerous Reserves centers in California, Utah, and Nevada

Deputy Assistant Secretary, Department of Energy, Washington, D.C

    • Chief Executive Officer/Chief Operating Officer of large government Oil and Gas Company
    • Annual sales of $430 million, operating Elk Hills oil field, tenth largest oil field in U.S.
    • Reduced work force by 25%, saving $11 million/year in personnel cost
    • Reduced operating cost by $69 million; increased revenue by $72 million 
    • Developed initial strategy to execute $3.65 billion sale of Elk Hills oil field 
    • Managed headquarters office and two field offices with oil & gas fields in three states
